Scientific research turned into a way

The issue of scientific research has become an important issue in The kingdom of Saudi Arabia, especially with the increasing demand for postgraduate studies and external scholarship programs for many graduates of Saudi universities, which raises many questions about this phenomenon and the economic feasibility of this research and the extent of scientific and economic benefit achieved by this research to the sectors of the state, especially since the Saudi government spends billions of riyals on scientific research at inside and outside.


Dr. Zaid Al-Rommany, economic advisor and faculty member at Imam Mohammed bin Saud Islamic University, presents his vision on scientific research in Saudi Arabia, the extent of economic benefit from graduate studies and their quality, the extent to which they contribute to development, as well as the extent to which Saudi researchers participate in international conferences, and Saudi messages that have received international awards and patents.


Development tool:

"Scientific research is one of the most important tools for development in our contemporary world, if not all of them, and the combined experience has proven to be a key component in shaping the future of societies and nations, and universities and scientific research centers have a key role in scientific research efforts in these communities, and the lack of access to these efforts is undoubtedly a major waste and waste at the national level."Al-Rommany.


Dr. Zaid Al-rommany Added "Scientific research is a high-cost activity, and in developed countries the cost reaches high national income rates of 3%. In some of these countries, that is, spending on scientific research in those countries can reach many billions of dollars, and if scientific research efforts achieve the desired benefits, whether technical, scientific or otherwise in applied scientific or social sciences, it is satisfactory and motivated by development and progress."


The economist points "out that if the data of scientific research efforts are not utilized, this represents a national waste and waste that leads to the loss of some opportunities for progress and development that could have been achieved as a result of meaningful investment in scientific research while benefiting from its data".


Low-quality research:

According to Dr. Zaid Al-Rommany, the problem of scientific research is that production is not geared towards facing problems related to development or real problems, but is not tried in all fields, and does not tend to bring about change, development and industrial innovation, and has not proved - unfortunately - its technical, economic and environmental feasibility, and represents scientific messages, conference research and research of local and international scientific journals, the largest component of the presentation of scientific research products, which are mostly research academy research without depth but are low quality away from scientific creativity and isolation about technical progress.


On the other hand, the economist adds: "Master's and doctoral letters have been transformed into a means only of obtaining degrees and promotions and not for the purpose of innovation and creativity in different fields, which calls for a review within the framework of an integrated program to advance the future of scientific research."


Scientific thefts:

Dr. Zaid Al-rommany Added about the practical thefts "Thefts in the field of scientific research are a symptom of a real disease that scientific research has long suffered from for a variety of reasons, including lack of funds and funding, the separation of scientific research from the surrounding reality and the sufficiency of deaf theoretical research," he said, adding: "There are other forms of scientific thefts, namely the proliferation of offices that write graduation projects, which qualify these students to follow the path of scientific thefts and rape the efforts of others in order to obtain estimates that they do not deserve."


"Unfortunately, some social media sites promote graduate messages with specific amounts of money, conditional on the owner receiving a degree of excellence with honors. Master's and Doctoral thesis is provided to all disciplines after the provision of theses, and they are modern and distinctive and are prepared scientifically. There is no doubt that prices are rising for some studies on management, economics and politics, given the great efforts they need."


Dr.Al-Rommany points to one of the important problems in the issue of scientific research, namely the proliferation of libraries that provide the service of implementing scientific messages, especially in graduate studies, and not limited to social media, which is undoubtedly contrary to the system.


Wasted wealth:

He adds that many researches and studies are a scientific wealth that has not been invested optimally in addressing many of the development phenomena or problems that we suffer in our local reality, as once the student graduates it is impossible to this scientific effort mastered with its accurate results to a collection of papers that deposit either a drawer or a library shelf at best.


Dr. Al-Rommany points to more than 9,000 messages that were not utilized until 20/1421 Ah 2000, representing the total results of graduate studies of scientific messages at the time, and their approximate cost was estimated at about 2.7 billion Saudi riyals, which shows the amount of waste and waste resulting from the lack of use of these messages, according to a research study entitled "Maximizing the benefit of graduate outputs in the service of development and development issues".


Statistics reveal that the number of universities in the Arab countries increased from 12 universities in 1945 to now exceed 240 universities, and the number of university or higher schools more than 600. In 2010, there were six million students in higher education. This means that millions of university messages rich in new ideas, accurate statistics and useful recommendations have not benefited most, as they have not made the best contribution to supporting development plans and addressing the problems and challenges we face in our Arab reality.


"Universities consistently announce the numbers of master's or doctoral degree holders and celebrate their graduation each year, but the issue of scientific research remains pending as hundreds of studies and research remain hostage to the drawers," the economist adds.


More than one academic researcher stressed that there are entities that spend millions on their studies without activation. Because their activation requires unavailable financial potential, at the same time some studies may need either structural or radical changes in the structure of institutions, or major reforms. Despite what has been done and spent on them, whether it is financial or self-effort, this is a problem. There are even institutional and targeted studies that have been drained to address a particular problem. So there is currently a lack of adoption of some scientific studies and research.

 

Unguided research:

Dr. Al-Rommany emphasizes that most scientific research in the Arab world is unguided and not required. Unfortunately, there is no research aimed at diagnosing problems and challenges or identifying development needs of any kind, in the sense that research is not required from different ministries and agencies, and some of them even use foreign universities even though they have researchers in the universities of the country and ignore them, forcing them to focus on research with the intention of scientific promotion, everyone swims in a different world.


"There is a lot of good research that has not been published in periodicals or even conferences, and here's the flaw where this research will remain locked in drawers, shelves and files and no one will see it," the economist adds. He pointed out that every year many scientific research is carried out inside and outside the Kingdom and its affairs, and many individuals and entities participate in its implementation, and the majority of these researches are published results, yet we do not find significant results in solving many problems facing society.


Dr. Al-Rommany points out that the Custodian of the Two Holy Mosques program for external scholarship is one of the most important national programs, so tens of thousands of students have been created for developed countries in America, Canada, Australia, Britain, Singapore and others in all disciplines. A number of these scholarships have demonstrated high scientific competence and excellence, some of whom have patented in various scientific fields that have been recorded as world achievements that we are proud of.


The economist concludes by saying " Unfortunately, there is no strategic plan to accommodate these scholars in the government and private sectors. "The Ministry of Education has not even been able to accommodate these national cadres in its universities and provide academic jobs."
